TÍTULO I: DISPOSICIONES GENERALES

Artículo 1. Nombre y Naturaleza. Se establece el "Laboratory of Extraterrestrial Hypotheses and Unidentified Phenomena" (en adelante, LEHUP), como un centro de investigación interdisciplinario adscrito a la Appleton Private University, dedicado al estudio riguroso y científico de fenómenos no explicados y la formulación de hipótesis relacionadas con la existencia de vida extraterrestre y sus implicaciones.

Artículo 2. Misión. La misión del LEHUP es fomentar la investigación, el análisis crítico y la difusión del conocimiento en el campo de las hipótesis extraterrestres y los fenómenos no identificados, contribuyendo al avance científico y a la comprensión de nuestro universo, siempre bajo los principios de la objetividad, la metodología científica y el rigor académico.

Artículo 3. Visión. El LEHUP aspira a ser un referente global en la investigación de su campo, atrayendo a talentos multidisciplinarios y promoviendo un diálogo abierto y constructivo entre la comunidad científica, las instituciones y el público general.

Artículo 4. Valores. Los valores fundamentales del LEHUP incluyen:

• Rigor Científico: Adherencia estricta a la metodología científica en todas las investigaciones.
• Objetividad: Búsqueda imparcial de la verdad, libre de prejuicios y especulaciones infundadas.
• Interdisciplinariedad: Fomento de la colaboración entre diversas disciplinas científicas.
• Ética: Conducta profesional y responsable en todas las actividades.
• Transparencia: Comunicación clara y verificable de los hallazgos.
• Innovación: Exploración de nuevas ideas y tecnologías en la investigación.

TÍTULO II: ESTRUCTURA Y ORGANIZACIÓN

Artículo 5. Director/a del Laboratorio. El LEHUP estará dirigido por un/a Director/a, nombrado/a por el Rectorado de la Appleton Private University, a propuesta del Consejo Académico. Su mandato será de [número] años, renovable.

Artículo 6. Funciones del Director/a. Son funciones del Director/a:

• Representar al LEHUP ante la Appleton Private University y otras instituciones.
• Dirigir y coordinar las actividades de investigación del laboratorio.
• Gestionar el presupuesto y los recursos del LEHUP.
• Supervisar la ejecución de los proyectos de investigación.
• Promover la difusión de los resultados de las investigaciones.
• Nombrar y cesar al personal del laboratorio, de acuerdo con la normativa universitaria.

Artículo 7. Consejo Científico. Se establecerá un Consejo Científico, órgano consultivo y de asesoramiento del Director/a. Estará compuesto por investigadores/as de reconocida trayectoria en campos relevantes para el LEHUP, tanto internos/as de la Appleton Private University como externos/as. Su composición y funciones detalladas se definirán en un reglamento interno.

Artículo 8. Personal de Investigación. El LEHUP contará con personal investigador permanente, asociado y en formación (estudiantes de posgrado, becarios/as), de acuerdo con las necesidades de los proyectos y la disponibilidad presupuestaria. La selección del personal se realizará conforme a los criterios de excelencia académica y experiencia.

TÍTULO III: ACTIVIDADES Y PROYECTOS

Artículo 9. Líneas de Investigación. El LEHUP desarrollará investigaciones en las siguientes líneas principales, sin perjuicio de otras que puedan incorporarse previa aprobación:

• Análisis de fenómenos aéreos no identificados (FANI/UAP).
• Estudio de la vida en el universo y sus posibles formas.
• Impacto de las hipótesis extraterrestres en la sociedad y la cultura.
• Desarrollo de metodologías para la detección y análisis de anomalías.
• Investigación de casos históricos y contemporáneos de fenómenos no explicados.

Artículo 10. Proyectos de Investigación. Los proyectos de investigación del LEHUP se someterán a un riguroso proceso de evaluación científica interna y externa. Se fomentará la obtención de financiación a través de convocatorias competitivas nacionales e internacionales, así como la colaboración con otras instituciones académicas y centros de investigación.

Artículo 11. Publicaciones y Difusión. El LEHUP promoverá la publicación de sus investigaciones en revistas científicas de alto impacto, la participación en congresos nacionales e internacionales y la organización de seminarios, conferencias y talleres. Se buscará la difusión del conocimiento de manera accesible al público general, manteniendo el rigor y la responsabilidad académica.

TÍTULO IV: FINANCIACIÓN Y GESTIÓN ECONÓMICA

Artículo 12. Financiación. El LEHUP se financiará a través de:

• Aportaciones de la Appleton Private University.
• Proyectos de investigación financiados por agencias gubernamentales o entidades privadas.
• Donaciones y patrocinios.
• Prestación de servicios especializados, de acuerdo con la normativa universitaria.

Artículo 13. Gestión Económica. La gestión económica del LEHUP se realizará de acuerdo con la normativa contable y financiera de la Appleton Private University, garantizando la transparencia y la rendición de cuentas.

TÍTULO V: DISPOSICIONES FINALES

Artículo 14. Modificación de los Estatutos. La modificación de los presentes estatutos requerirá la aprobación del Rectorado de la Appleton Private University, previa propuesta del Director/a del LEHUP y el Consejo Científico, y con el visto bueno del Consejo Académico de la Universidad.

Artículo 15. Disolución del LEHUP. La disolución del LEHUP podrá ser acordada por el Rectorado de la Appleton Private University, en caso de que las circunstancias así lo aconsejen. En tal caso, los bienes y recursos del laboratorio revertirán a la Universidad.

Artículo 16. Entrada en Vigor. Los presentes estatutos entrarán en vigor a partir de la fecha de su aprobación por el Rectorado de la Appleton Private University.

TITLE I: GENERAL PROVISIONS

Article 1. Name and Nature. The "Laboratory of Extraterrestrial Hypotheses and Unidentified Phenomena" (hereinafter, LEHUP) is hereby established as an interdisciplinary research center attached to Appleton Private University, dedicated to the rigorous and scientific study of unexplained phenomena and the formulation of hypotheses related to the existence of extraterrestrial life and its implications.

Article 2. Mission. LEHUP's mission is to foster research, critical analysis, and the dissemination of knowledge in the field of extraterrestrial hypotheses and unidentified phenomena, contributing to scientific advancement and the understanding of our universe, always adhering to the principles of objectivity, scientific methodology, and academic rigor.

Article 3. Vision. LEHUP aspires to be a global benchmark in research within its field, attracting multidisciplinary talent and promoting open and constructive dialogue among the scientific community, institutions, and the general public.

Article 4. Values. LEHUP's fundamental values include:

• Scientific Rigor: Strict adherence to scientific methodology in all research.

TITLE II: STRUCTURE AND ORGANIZATION

Article 5. Laboratory Director. LEHUP shall be directed by a Director, appointed by the Rectorate of Appleton Private University, upon proposal from the Academic Council. Their term shall be [number] years, renewable.

Article 6. Director's Functions. The Director's functions include:

• Representing LEHUP before Appleton Private University and other institutions.
• Directing and coordinating the laboratory's research activities.
• Managing LEHUP's budget and resources.
• Overseeing the execution of research projects.
• Promoting the dissemination of research results.
• Appointing and dismissing laboratory staff, in accordance with university regulations.

Article 7. Scientific Council. A Scientific Council shall be established as an advisory body to the Director. It shall comprise researchers with recognized expertise in fields relevant to LEHUP, both internal to Appleton Private University and external. Its detailed composition and functions shall be defined in internal regulations.

Article 8. Research Staff. LEHUP shall have permanent, associate, and trainee research staff (postgraduate students, scholarship holders), in accordance with project needs and budgetary availability. Staff selection shall be based on criteria of academic excellence and experience.

TITLE III: ACTIVITIES AND PROJECTS

Article 9. Research Areas. LEHUP shall conduct research in the following main areas, without prejudice to others that may be incorporated upon approval:

• Analysis of unidentified aerial phenomena (UAP).
• Study of life in the universe and its possible forms.
• Impact of extraterrestrial hypotheses on society and culture.
• Development of methodologies for the detection and analysis of anomalies.
• Investigation of historical and contemporary cases of unexplained phenomena.

Article 10. Research Projects. LEHUP's research projects shall undergo a rigorous internal and external scientific evaluation process. The laboratory shall encourage securing funding through competitive national and international calls, as well as collaboration with other academic institutions and research centers.

Article 11. Publications and Dissemination. LEHUP shall promote the publication of its research in high-impact scientific journals, participation in national and international conferences, and the organization of seminars, conferences, and workshops. The dissemination of knowledge shall be pursued in an accessible manner to the general public, while maintaining academic rigor and responsibility.

TITLE IV: FUNDING AND FINANCIAL MANAGEMENT

Article 12. Funding. LEHUP shall be funded through:

• Contributions from Appleton Private University.
• Research projects funded by government agencies or private entities.
• Donations and sponsorships.
• Provision of specialized services, in accordance with university regulations.

Article 13. Financial Management. LEHUP's financial management shall be conducted in accordance with the accounting and financial regulations of Appleton Private University, ensuring transparency and accountability.

TITLE V: FINAL PROVISIONS

Article 14. Amendment of Statutes. Any amendment to these statutes shall require approval from the Rectorate of Appleton Private University, upon proposal from the LEHUP Director and the Scientific Council, and with the approval of the University's Academic Council.

Article 15. Dissolution of LEHUP. The dissolution of LEHUP may be decided by the Rectorate of Appleton Private University, should circumstances deem it advisable. In such a case, the laboratory's assets and resources shall revert to the University.

Article 16. Entry into Force. These statutes shall enter into force as of the date of their approval by the Rectorate of Appleton Private University.
