Appleton Private University Denounces Information Leak and Demands Formal Investigation by UN Office of Internal Oversight Services

Appleton Private University (APU), una institución educativa global con sede en el Reino Unido de Gran Bretaña, que ofrece formación gratuita en línea para avanzar en los Objetivos de Desarrollo Sostenible (ODS) de las Naciones Unidas, ha emitido una queja formal ante la Oficina de Servicios de Supervisión Interna (OIOS) de las Naciones Unidas. La Universidad denuncia una presunta violación de confidencialidad y conducta inapropiada por parte del Excmo. Liberato C. Bautista, Presidente de la Conferencia de Organizaciones No Gubernamentales de Relación Consultiva con las Naciones Unidas (CoNGO).
La Appleton Private University, que ostenta el número de registro UNGM1087009 como proveedor de las Naciones Unidas, es patrocinadora de la International Nightlife Association (INA). La INA, a su vez, es también proveedora de la ONU y forma parte activa del UN Global Compact.
En el marco de un acuerdo de colaboración entre la INA y APU, se creó la Faculty of Nightlife Association y el World Nightlife Observatory (WONO), con el Dr. Michael Kill (presidente de la NTIA británica) nombrado Decano. Estas entidades se han dedicado a elaborar informes y estudios sobre el ocio nocturno y sus variables, siempre en línea con los objetivos del UN Global Compact.
La INA solicitó formalmente su registro en CoNGO, una solicitud que, según la confirmación del propio Presidente de CoNGO, Liberato C. Bautista, fue aceptada en una junta extraordinaria en Gotemburgo, con el consecuente abono de la cuota anual. Más recientemente, el Departamento Financiero de CoNGO solicitó y recibió el abono de una membresía "FULL MEMBER" mediante transferencia bancaria a su sede en Zúrich.
"Hemos cumplido escrupulosamente con cada paso y compromiso, incluyendo los pagos solicitados y la provisión de información", afirma el Dr. Jose M. Castelo-Appleton, Rector de Appleton Private University. "Nuestra institución se dedica a la educación gratuita y a la contribución a los ODS, sin ningún tipo de lucro.
Es inaceptable que la confidencialidad se vea comprometida de esta manera, máxime cuando afecta a la integridad de nuestra labor y la reputación de nuestros colaboradores."
Sin embargo, a raíz de comunicaciones internas con el Sr. Bautista sobre la adecuación del estatus de la INA a la naturaleza de Global Compact (dado que sus asociados son empresas y no estrictamente ONGs), Appleton Private University y la INA comenzaron a ser objeto de ataques por parte de dos individuos identificados como "Jefferson" y el supuesto periodista Peter Geoghegan (Director de Democracia en Venta). Estos individuos, según la denuncia, estarían utilizando información privada presuntamente comunicada por el Sr. Bautista a terceros sin autorización, con fines de chantaje contra el Dr. Michael Kill e, indirectamente, contra la Universidad y la INA.
La reclamación formal ante la OIOS busca una investigación exhaustiva sobre la conducta del Excmo. Liberato C. Bautista, dado que las menciones indirectas de su nombre sugieren una vulneración de los principios de confidencialidad y una posible implicación en las maquinaciones de otras organizaciones que buscan difamar a la International Nightlife Association, la NTIA y Appleton Private University.
"La confidencialidad es un pilar fundamental en las relaciones con organismos vinculados a las Naciones Unidas. Creemos que esta situación exige una investigación rigurosa para salvaguardar la integridad de las relaciones y la reputación de todas las partes involucradas", añade el Dr. Castelo-Appleton.
Appleton Private University, en paralelo a esta reclamación, ha dado instrucciones a sus abogados, para que tomen las medidas legales oportunas en defensa de sus intereses y los de sus colaboradores.

Appleton Private University (APU), a global educational institution based in the United Kingdom of Great Britain, which offers free online training to advance the United Nations Sustainable Development Goals (SDGs), has filed a formal complaint with the Office of Internal Oversight Services (OIOS) of the United Nations. The University denounces an alleged breach of confidentiality and inappropriate conduct by H.E. Liberato C. Bautista, President of the Conference of Non-Governmental Organizations in Consultative Relationship with the United Nations (CoNGO).
Appleton Private University, which holds UNGM registration number UNGM1087009 as a United Nations vendor, is a sponsor of the International Nightlife Association (INA). INA, in turn, is also a UN vendor and an active participant in the UN Global Compact. As part of a collaboration agreement between INA and APU, the Faculty of Nightlife Association and the World Nightlife Observatory (WONO) were created, with Dr. Michael Kill (president of the UK's NTIA) appointed as Dean. These entities have dedicated themselves to preparing reports and studies on nightlife and its variables, always in line with the objectives of the UN Global Compact.
INA formally applied for registration with CoNGO, an application which, according to confirmation from CoNGO President Liberato C. Bautista himself, was accepted at an extraordinary meeting in Gothenburg, with the subsequent payment of the annual fee. More recently, CoNGO's Finance Department requested and received payment for a "FULL MEMBER" membership via bank transfer to its Zurich headquarters.
"We have scrupulously fulfilled every step and commitment, including requested payments and provision of information," states Dr. Jose M. Castelo-Appleton, Rector of Appleton Private University. "Our institution is dedicated to free education and contributing to the SDGs, without any profit motive. It is unacceptable for confidentiality to be compromised in this manner, especially when it affects the integrity of our work and the reputation of our collaborators."
However, following internal communications with Mr. Bautista regarding the suitability of INA's status with the nature of the Global Compact (given that its associates are companies and not strictly NGOs), Appleton Private University and INA began to be targeted by two individuals identified as "Jefferson" and alleged journalist Peter Geoghegan (Director, Democracy for Sale). These individuals, according to the complaint, are allegedly using private information communicated by Mr. Bautista to third parties without authorization, for the purpose of blackmailing Dr. Michael Kill and, indirectly, the University and INA.
The formal complaint to OIOS seeks a thorough investigation into the conduct of H.E. Liberato C. Bautista, given that indirect mentions of his name suggest a breach of confidentiality principles and possible involvement in the machinations of other organizations seeking to defame the International Nightlife Association, the NTIA, and Appleton Private University.
"Confidentiality is a fundamental pillar in relationships with UN-affiliated bodies. We believe this situation demands a rigorous investigation to safeguard the integrity of relationships and the reputation of all parties involved," adds Dr. Castelo-Appleton.
Appleton Private University, in parallel with this complaint, has instructed its lawyers, to take appropriate legal measures in defense of its interests and those of its collaborators.
